Section 7.1 doesn't apply here - section 7.4 does:

   In a session refresh request sent within a dialog with an active
   session timer, the Sesssion-Expires header field SHOULD be present.
   When present, it MUST be equal to the maximum of the Min-SE header
   field (recall that its default value when not present is 90 seconds)
   and the current session interval.

Also in that section:

   The UAC may have its own opinions about the minimum session interval.
   In that case, if the value above is too small, the UAC MAY increase
   it.

According to this rule, these headers MUST have the same value. Should the common value be 180 or 100?

Given both of the above rules, the common value could be anything between 100 and 180. If you take the opinion that the best value is the largest that is satisfactory to everybody, then 180 is the best choice.


But I think the SHOULD about including the Session-Expires is unnecessarily constraining. The same good results could be achieved by leaving it out.
