Yes, SDP may be sent in an OPTIONS. I think intent is that it be roughly what would be sent by that UA in an initial offer, were it to make one. But it wouldn't be intended to be used, so might contain bogus addresses or ports. General idea would be to indicate media and codecs supported.
But I don't think there is any way to require it.
A more general question:
Where can one find the examples of scenarios , where SDP content is being sent in SIP Requests and Responses, except :
Invite, Ack, Update, Prack Requests,
183 (probably 18x) Response for Invite,
200 Response for Invite, Update, Prack Requests .
I think you have covered all cases where there is any obvious meaning for SDP to be included. You could include it in other messages (e.g. MESSAGE, INFO, SUBSCRIBE, NOTIFY, PUBLISH) but it would in general be meaningless and would probably cause the request to fail.
