Hi, I see little differnt approach in example mentioned in Sec. 16.12.1.1 of 3261.
In this, when the user-agent initiated a BYE, he mentioned the request URI as the contact address of the other party instead of first target in Route Set. Route header was holding rest of the record Route header values. In your case, having contact URI in place of BYE Request URI and learned route from record route in the Route header might solve the problem. Sec 16.4 defines route information processing at the proxy only.
