RFC 3263 defines several NAPTR service values: "SIP+D2U", "SIP+D2T",
etcetera.

Is it valid to configure a NAPTR record with these services while the NAPTR
flag is set to "a"? Or are these services limited to NAPTR flag "s"?

I assume that the services are limited for usage with the "s" flag based
upon the following text from section 4.1:

"These NAPTR records provide a mapping from a domain to the SRV record for
contacting a server with the specific transport protocol in the NAPTR
services field."
