SIP-URI          =  "sip:" [ userinfo ] hostport
                    uri-parameters [ headers ]
SIPS-URI         =  "sips:" [ userinfo ] hostport
                    uri-parameters [ headers ]
userinfo         =  ( user / telephone-subscriber ) [ ":" password ] "@"


Is "userinfo" what you refer to as the "SIP username"?
If so, then I thought the # is allowed since it is part
of the "telephone-subscriber" definition.

Have I misunderstood something?
