To my understanding, we have to rely on "Request-URI" for routing, before
the Dialog is established or during the time of dialog establishment.
So, "route set" cannot be used by a new request (Invite) to find the
destination address.

But, the "route set" is an optional parameter to the Invite method (refer
page no: 163, rfc 3261).

As of now, I am unaware of preconfiguration in the outbound proxy. But it is
possible once the dialog is established, if the proxy is interested.

3261: The text says following:

   The destination for the request is then computed.  Unless there is
   local policy specifying otherwise, the destination MUST be determined
   by applying the DNS procedures described in [4] as follows.  If the
   first element in the route set indicated a strict router (resulting
   in forming the request as described in Section 12.2.1.1), the
   procedures MUST be applied to the Request-URI of the request.
   Otherwise, the procedures are applied to the first Route header field
   value in the request (if one exists),

But for a request which is out of dialog, how could route set exist, except
in the form of preconfigured outbound proxy?
