I have some questions about SIP, could you help me?

Can a credit control gateway be implemented as a SIP proxy, not a B2BUA?
The credit control gateway need to terminate SIP session if low balance mid
session.
If balance enough, the gateway will not impact the SIP session, but only
keep tracking the session status. 
Is a SIP stateful proxy enough for the function of this gateway?


IMS Gateway in 3GPP frame is a credit control  gateway between SIP session
controller (S-CSCF) and the charging system. 
Only when there is enough balance, a SIP session can be establishment. 
When get a SIP[INVITE], the S-CSCF will send INVITE to IMS gate to check
balance. 
If there is enough balance, the S-CSCF can continue to send the INVITE to
the called party.
In this case, if the IMS gateway is a SIP proxy,  can IMS gateway send the
original INVITE back to S-CSCF, (maybe with record-route updated)? Is it
comply with SIP spec?
According to SIP spec, how do the S-CSCF know what to do when getting the
INVITE from IMS gateway? or say, how do the S-CSCF know this INVITE means
continue to next hop of SIP signaling?
