Hi,

This topic has being discussed in relation to partial notification
draft. My understanding is that 'normal' notifications (using RFC3856)
can overlap. Partial notification ID restricts sending of a new NOTIFY
request containing partial presence state when there is a NOTIFY
transaction pending.
