Perhaps in your environment you could use IP multicast for discovery of the registrar?
In that case, if the primary is down the secondary may answer

Hi all,

I wonder if there's any way to make a certain user agent register to the
different sip server. In the situation where two SIP servers are exist - a
primary and a secondary server -, I want that SIP phones would re-register
to the secondary server because of the primary server's outage.
