With inactive you really do negotiate RTP and set up the resources for it. You should still be exchanging RTCP. And if you are using ICE, you will send STUN packets to both the RTP and RTCP ports, possibly opening up the path through firewalls.
If you send port=0 then none of that happens, and you are effectively saying "I don't do audio".
