It depends. If subscription is beteween 2 User agents and there is no presence server then its responsibility of each of the User agents to NOTIFY other about its presence state change using NOTIFY request.
But if there is presence server in the network then each UA need not act as NOTIFIER. It can just update server and it becomes responsibility of presence server to send notify. But to send notification, Presence server need to be aware of state of UA. UA updates presence server with its state using PUBLISH method. So If presence server is there and PUBLISH is supported by UA and server then there is no need of sending notifications by UA. It would be sent by server.
