Somesh,

I guess, your initial assumption regarding nist-sip-presence-proxy is
correct. It needs an explicit PUBLISH from presentity for NOTIFY to happen
to the watcher. Typically NOTIFY is sent when there is a change in the state
of the presentity. Still PUBLISH is not mandatory to create a state change.
Please read section 7.2 of draft-ietf-simple-presence-.txt on how REGISTER
may be used compile a presence state.
