Its entirely up to you. The RFCs specify protocols, not end user behavior, and
as far as SIP is concerned a B2BUA is an automated end user who chooses to 
place an outgoing call
whenever it gets an incoming call. As long as each individual call the B2BUA
participates in conforms faithfully to the appropriate RFCs, there are
no rules governing how similar or disimilar the calls should be with
regard to details that are properly under the control of the end user,
like the exact choice of Call ID string. Do whatever works, whatever is
easiest, and whatever makes your (human) end users happiest.

Caveat: of course, you do want to make sure that the things that are supposed
to be globally unique stay globally unique . . .

    If B2BUA forwards the INVITE (F1) as (F2), then Call-Ids could be same.
But if B2BUA is generating a new INVITE on behalf of SIP phone to the trunk
gateway, then call id for F2 could be different from that of F1.

INVITE (F2)request to the trunk gateway for an external call. I would like
to know whether these 2 INVITE request (both F1 and F2) should have the same
Call-ID or not.
