YEs, REGISTER can be redirected and there is a very simple example of
redirecting REGISTER when using
SIP multicast address. when the SIP Server receives REGISTER in the
multicaste group, it will redirect the request
to its unicast address:port.

can be redirectect. Both user agents and proxies need to be able to respond
correctly to 302 responses to any request, including REGISTER requests.
Of course, since user agents can already redirect INVITEs, it is not much
extra work for them to redirect REGISTERs as well.
