That should be IPSEC. In this case the SIP transport-layer (and thus
obviously the upper layers too) are unaware of, i.e. transparent to, the
underlying security mechanism.

TLS doesn't really qualify as a low-layer security, because the SIP
transport-layer needs to be very much TLS aware.
