Hi,
If a stream-based protocol (such as TCP) is used as transport, then the
content-length header field MUST be used.
please refer to section 20.14 of RFC 3261for more info.

Hi all.
Quick question:
Should sip message without a body sent in TCP, have a Content-Length
header with the value zero, or can the header be omitted ?
