I am puzzled that you ask this question, as your preceeding paragraph shows that you know how to find the answer: Examine the grammar of To: headers in section 25.1. The productions at the top of page 230 include: tag-param = "tag" EQUAL token (along with other productions) showing that From/To tags are tokens, and as you note, case-insensitive. Dale
