I am talking of case when phone has not registered at all. It simply sends 
INVITE with authentication information,
if call controller wants to tell phone to register first rahter than 
sending INVITE, how he can do that.

I am not sure if this is a valid scenario as per SIP RFC for UA.

Why would the registrar need to notify the phone?  The phone knows when
its most recent registration was sent, and when it is due to expire.

If the phone has forgotten that information (because it has lost power),
when it wakes up it will register itself immediately, so it will re-
learn its registration information.
