Hi,

this is a slippery topic. T1 is defined as a round trip time estimation, with 
500ms
as default and initial setting. So on the one hand it may even change 
dynamically
over the time, accomodating the actual network branch latency. But on the other 
hand,
in order to modify T1 you have to be sure that the TM on other side does the 
very same
thing. Since there are no ways to convey this information or to realize whether 
the peer performs
a kind of RTT estimation, I would say that actually 500ms IS the mandatory 
interval, unless
you know that all TMs you can deal with within the network now and in the 
future use
another value.

SIP state machine does not depend on the actual timer values. but
designed in multiples of T1 timer. whose default value been assumed to
be 500ms but its not a mandatory to have 500ms for T1 timer... we can
have diff valuer of T1 based on network topology..

What is the retransmit time and timeout for re-invite requests. I did
not find this detail in rfc 3261. This rfc says that the processing
rules of re-invite is same as those of invite request.
