Bob will send 4xx only if he support none of the codec.
So,if Bob support Codec 0 then the required answer will be

Here "telephone-event" is a dynamic payload.
If Bob does not understand the "telephone-event" (i.e. it does not
support the DTMF), what should he do??
I guess the following
1. Bob has to send 4xx error response
2. Send answer without the "telephone-event" in the SDP.
Which should I follow??
