It should not reject request because some parser error in some header but may be because of the missing mandatory header. You might have considered TO header is not there in message because it had syntax error in it....
Can some one comment on the following please... Its again depends on how you consider the parser error for any parameter... Do you consider whole header is in error or only the parameter...
