I have complained about this idea - there seem to be more problems than 
value in it. It is not backward compatible, so anything that will use it 
must be prepared for a peer that doesn't support it, by falling back to 
the 0.0.0.0 form. That means everyone must continue to support the old 
way, which give nobody any incentive to use the new way.

I am not aware of any new developments on this front.
