Ya it's a valid syntax.
Kindly refer the ABNF grammar for Via. It clearly suggests that.

Via = ( "Via" / "v" ) HCOLON via-parm *(COMMA via-parm)
via-parm = sent-protocol LWS sent-by *( SEMI via-params )....
