Hi 
   SIP definitely follows OSI reference model. SIP is said to be
application layer protocol because it closely resembles the semantics of
application layer protocols like HTTP.

SIP: combination of application and session layers
SDP: session and presentation
TCP/USP: Transport
IP: Network
