Because of spiral complications and the potential of proxy interference with
services, some devices allow loops to be terminated by exhausting
Max-Forwards instead of actively trying to distinguish between loops and
spirals.

The following posting by Jonathan indicates that max-forwards has become the
preferred mechanism.
