Hi,

As per the 12.2.2 section of the RFC 3261 the incoming CSeq should be
greater than the stored remote CSeq.
It MUST reject it with 500 Server Internal Error.

Let's say the UAC sends two in-dialog requests, with CSeq 100 and CSeq
101 respectively, but due to some networking issues, the second request
arrives before the first- the UAS receives 101, and then 100. What is
the proper response to the request with CSeq 100?
