There are many possible responses, depending on why the UAS is unable to
process the request.  503 is suitable if the UAS cannot process the
request because it is overloaded or being maintained.

6xx responses should never be used.

A 6xx response causes the failure to be propagated immediately to the
UAC, without trying any alternative forks.  But it is impossible for the
UAS to know what URI the UAC originally addressed, and thus the UAS
cannot vouch that no alternative fork could satisfy the UAC's request.
