At one point, I counted 5 semantically different uses of REFER. I don't recall what they all were. Two were for transfer operations (REFER received within dialog to redirect the dialog, REFER received outside of a dialog to send INVITE w/Replaces). IIRC, there were several cases described in the conference-control I-D.
