Hi Sudhir,
 
Construction of the request URI for BYE depends on whether the first route header ( UA has to constuct the route list from record route header received) is strict route header or not. If the first route header is strict route header then the RURI of BYE will be first route header otherwise (loose route header) then RURI will the contact of the other enpoint (or remote target).
Please refer to RFC 3261 section 12.2.1.1 for more information
