A valid REGISTER request that does not contain any Contact values should
return a response that has all current contacts for the To address, BUT
most implementations will require that the request be authenticated with
credentials valid for that To address, so it can normally only be used
to find other places where your own address is registered, not for
others.  

Alternatively, if the registry supports the registration event package,
you might be able to use that (again, likely subject to authorization
constraints).
