Generally, there's no SDP in 180 messages.

Extract from RFC 3261
If the initial offer is in an INVITE, the answer MUST be in a
reliable non-failure message from UAS back to UAC which is
correlated to that INVITE.
Extract from RFC 3262
A UAS MAY send any non-100 provisional response to INVITE reliably,
so long as the initial INVITE request (the request whose provisional
response is being sent reliably) contained a Supported header field
with the option tag 100rel.

Generally, there's no SDP in 180 message. But we do see some 180 with
SDP. I think we should handle it the same way as 183 with SDP.

Subject: [Sip-implementors] 180 with SDP
Does anybody have any idea on how to handle 180 with SDP --- will it be
handled the same way as 183 with SDP meaning the ringing would be remote
ringing rather than local ringing? Or 180 SDP will be handled as local
ringing irrespective of the presence or absence of SDP in 180.
