RFC 3261, Section 8.2.1 does say this: If the Request-URI does not identify an address that the UAS is willing to accept requests for, it SHOULD reject the request with a 404 (Not Found) response.
On first pass, I took "willing to accept requests for" to mean "an address assigned to the UAS," but I guess a literal interpretation does leave this wide open. If you're willing to accept requests for any host, then accept them.
