The Stack has to support all the SIP functionalities.( Proxy, Registrar, Presence , SIP User Agent) The stack has to be compliant with RFC 3261 and also some of the extensions like MESSAGE, SUBSCRIBE, NOTIFY etc. I was wondering whether you could provide with a rough idea on how much time (Man hours/Man months) the whole effort would take for the design, development as per the compliance? You could download one of the free versions (e.g., sipX from http://www.sipfoundry.org), count the lines of code, and divide by your company's productivity to determine the expected effor.
