I'd think so. The reason being that ptime is a media-level attribute, not a
codec-level attribute. If the codecs in your question belong to a single
media stream then you can specify only one ptime for that entire set.

This question (i.e. ability to specify packet time on a per codec basis in
SDP) comes up often. Not sure why it was not addressed in the revised SDP
RFC 4566.
