Sorry not to describe my question clearly. User Agent --> SIP/SGW ---> ..... .---->SIP/SGW----> Client.
I think firstly, the UA should be bound to the SIP. I am not sure before I sending sms message to the client, should I Register with SIP ? I hope this description is clear.
