A new version of 'SIP Inspector' is available at SourceForge website
(http://sourceforge.net/projects/sipinspector/). SIP Inspector is a tool
created for SIP implementors, developers and troubleshooters. It is intended to
be the easiest and most flexible tool to create SIP signaling scenarios. Just
released version 0.7 represents a significant milestone. The new release can
send RTP packets from a captured pcap file.
While on its way to maturity, please give it a try.
