Looking at your messages, I see:

- at cseq 2, an initial invite offering a bunch of codecs
- the 200 to that accepts two codecs plus telephone-events
- at cseq 3, pbx reinvites, apparently to reduce to once
   codec plus telephone-events.
- that gets the 415.

It seems that at least the 415 is being misused. That should indicate
that the content-type of the body isn't supported, but clearly that
isn't the case, since it is application/sdp and has already been shown
to be supported.

My guess is that the 415 has been misused to reflect some
dissatisfaction with the *content* of the sdp. That should be reported
via a 488 or a 606.

Looking to see what might be wrong with the sdp, its mostly a subset of
the earlier one, so there isn't much to complain about. BUT, there does
seem to be a problem with the o-line. In each SDP from the pbx, the
session-id and session-version are the same value, and the values are
bigger in the latter SDP. It is not valid for the session-id to change
within a single session. So this might be what the server is complaining
about.
