A new offer is *not* permitted in that 183. We don't specify what should
be done in response to non-conforming actions. You could release the
call if you want, or try to cope if you can figure out what might work.

I'm not inclined to speculate on what what to do after the first
non-conforming action. You have to make too many unjustified assumptions.
