There are two things to note: Starting a timer, after sending a SIP message out 1) From SIP transaction to SIP transport.2) From SIP transport. If you start a timer just after deligating the message to transport layer, then you may be in trouble as you mentioned. Ideally, once messages are sent out of transport (which inturn passes this succes report to transaction), only then you need to start the timer.
