We can use response code "182" for this case.

182 is meant for the purposes like this no exactly call waiting but for similar 
things like Call in queue...

On the Caller User-Interface we can map 182 to "call waiting...."

Hi, calling today to a cell phone I've seen in my mobile screen:
  "Call waiting in the other side"

This is: the callee was using a line in his phone and it was announced in a 
provisional response.

Does something similar exist for SIP?
IMHO it would be very easy to implement:

A specific header "Progress-Status: call-waiting" could be added by the 
callee's device to 1XX responses so the caller could display it to the user.

Another option would be a new response code:
  "184 Call-Waiting"
but it would be very complex to make it work with existing devices which 
basically expect 180 and 183.
