You can use ffmpeg for codes.

For just SIP you may use pjsip

Rtsp is a streaming protocol which is used for the signaling setup, you need
to use rtp for your media. So both the protocols have different purpose to
serve. 
For rtsp you may use live555
You need to be more specific with your requirements for getting the correct
answers.
