No need of second offer/ans for codec negotiation. Becuase of preferred
list first one is selected

In general, the sender of RTP should use the first codec in the list that it 
supports.  But there is no guarantee of that; the sender could switch between 
several codecs.  So if the UA requires that all RTP be in a single codec, it 
needs to re-INVITE, offering only one codec.  And the re-INVITE needs to be 
done after it can determine one codec that the sender supports.  That could be 
done after receiving the SDP answer.  But it is better done after receiving 
RTP, so that the codec lock-down can be done onto the codec that the sender 
prefers in practice, rather than the one that it specified first in its SDP.
