Think of it like declarations in nested scopes in a programming language.

The outer (session level) scope applies except where overridden by a 
redeclaration in an inner (media level) scope.

This applies to a lot, but not all, attributes. (The ones that may be 
used at "both" session and media level. IMO it *ought* to apply to them 
all, but that is another story.) It also applies to c=.
