Why not? The underlying transport layer is not aware of the exact
"message" being carried in the layer in top of it.

For example:
- A Ethernet frame can contain various IP packets.
- Each IP packet can contain different fragments of the same TCP stream.
- The TCP stream can contain various SIP messages.

Assuming that a Ethernet frame can only contain a single IP packet is
like assuming that a car can only carry one person.
