Speaking for C# I didn't find one when I was looking a few years ago. Instead I used http://www.codeproject.com/KB/IP/DNS_NET_Resolver.aspx as the basis and coded the SRV and NAPTR lookups myself. Although as it happens I've disabled NAPTR lookups anyway since I managed to find a grand total of about 5 domains that were using them and doing the lookup was adding a second or two to the start of every call.
