As per RFC 2396:

2.4.1. Escaped Encoding

   An escaped octet is encoded as a character triplet, consisting of the
   percent character "%" followed by the two hexadecimal digits
   representing the octet code. For example, "%20" is the escaped
   encoding for the US-ASCII space character.

      escaped     = "%" hex hex
      hex         = digit | "A" | "B" | "C" | "D" | "E" | "F" |
                            "a" | "b" | "c" | "d" | "e" | "f"

Hi All

While sending a SIP request with escaped characters, should these be sent in 
Upper case or lower case. For eg, ';' should be escaped as '3B' or '3b'? Can 
you point out the ABNF regarding this? We are getting an interop issue wherein 
a server is rejecting escaped characters in lower case.

The following header in REFER is being rejected because of 3b and 3d in lower 
case.

<sip:[email protected]:5060;user=phone?Replaces=2927026066-977%3bfrom-tag%3dUA_2927028804-977%3bto-tag%3d260018-260018>"
