Your Call-ID should change in the reboots.

As per 3261, Call-ID should be same for all registrations in a single boot 
cycle only (same dialog). Not always the same.

When a SIP endpoint reboots,  it will come to use the same initial sequence 
number to register with the proxy again. The proxy will complain it with out of 
sequence error. After timeout, the proxy will start to accept this registration 
again.  How should I resolve this?
