It doesn't *need* to, but in normal cases it would be expected.

The response to the register request is the set of contacts that are 
currently registered at the time the response is generated. Assuming you 
supplied a contact in the register request, with a non-zero expiration 
time, then you would expect that the response would contain that 
contact. If it *doesn't* contain the contact, then you must presume that 
you are not registered.
