Beware that the line breaks in the SIP message are not showing in your message.

It could be because the Contact header is different, or it could be for
another reason.  The server is rejecting the INVITE, but not for any
standard reason, so the only way to know for sure is to find
documentation regarding the server or talk to someone who knows its
behavior.

At the least, you need to tell us the server information, e.g., the
value of the Server header in the 403 response.
