I pragmatically agree with Brett here. But this is a problem caused by the SBC. It is behaving perversely, presenting the UAC with an ambiguity.

ISTM that it would be better for the SBC to behave better. It should keep the actual expiration time of the registrar to itself, and independently manage the expiration time (and Min-Expires) on the leg to the UAC.
